There are drug users who do not wish to go to treatment, and also non-citizens who don't qualify for support. On the other hand, the homeless in at least some of the countries you mention do fare better than they do in other places. Several countries in Europe have a right to a home in their constitution. So the state will provide shelter of some level to all. This does not entirely eliminate homelessness, there are immigrants who don't have that right, the short term desperate and the mentally ill and drug addicts. The UK certainly has this right as does Germany. read more
