In my opinion Haki is more powerful than Devil Fruit. Haki doesn't have any weakness and moreover it can kill or damage the victim in a glance. I will take an Examples like Gol D Roger, Monkey D Garp , Rayleigh and Shanks. All are badass characters in OP because they have Haki. read more

More training -> stronger Haki (simple math) more talent/creativity -> better use of devil fruit. So I would say it takes way more difficulty to master a certain devil freuit (do not forget the awakening), than mastering Haki. read more
