Practice makes perfect and the budget for training is far far larger for a SEAL platoon than a SWAT team. This leads to SEAL's being some of the best combat shooters in the world. Additionally SEALs typically fire a lot more rounds at the enemy than any SWAT team and experience is always going to be a benefit in any skilled combat.
