The Roman Empire started in 338 BC with the Latin war when it expanded outside it’s ethnic boundaries. Until 27 BC it was an Empire without a de factor Emperor (it had dictators, powerful consuls, but no de facto ruler) and until Diocletian it technically had no “Emperor” in legal terms as the fiction of “Princep” or first citizen was maintained. read more
