i'd say Hannibal was easily the better general. He had far fewer resources compared to rome, and kept them on the run for a long time. If it weren't for the sustained use of Fabian tactics, Rome would probably have fallen far before Scipio ever invaded Carthage. read more

Hannibal essentially defeated himself. His war elephants failed miserably, and did more damage to his own army than Scipio's. Scipio's victory was almost more Hannibal's failure than it was Scipio's military prowess.
