One on one: basic Elf warrior beats Orc warrior. group on group: unless the scenario changes and all are equal, the elves win any even numbered battle. The orcs only win with vastly superior numbers, extremely advantageous scenario, or by being accompanied by a superior battle leader (Nazgul, dragon, balrog, etc). read more

If we are talking about Noldor from the First Age, recently arrived from Valinor, I think those Elves win. In the Silmarillion it seems that people who had been in Valinor recently have an extra, kind of spiritual strength. read more
