Why are shotguns limited to three shots?

In the US, Shotguns used to hunt migratory Waterfowl are limited by law to three shots. This is because of the Migratory Bird Treaty, and the US is a signatory. Non-Migratory birds such as quail may be taken with un-plugged shotguns loaded with more than three rounds, as can deer in the states that require shotguns for deer, unless there are state laws or regulation which restrict magazine capacity. read more

The law will only apply if you are in the field hunting. It has to do with conservation and keeping sport in sport hunting. You can have as many shells as a gun can hold while not in the field hunting. My shotgun holds 8 rounds, for example. Reply: One of my shotguns holds eight 2 3/4" shells.
