Nope, merchants cannot choose whether items are Prime or not if they use FBA. That is all determined by Amazon since they are actually doing the shipping. It is a pretty small percentage of items fulfilled by Amazon that are not Prime-eligible, but as OP found, there are some items that may not have Prime for various reasons (usually shipping costs). read more

All my listings showed active. I have my listing items fulfilled by merchant not FBA, also i just saw Amazon have changed some shipping setting recently( maybe not, but i just found out). read more
