Actually, they are supposed to wash their privates/butt with water instead/in addition to toilet paper. At least that's what my Muslim friends told me when I asked them about the small watering can the keep next to their toilet. Ritual purity for prayer AFAIK requires full wudu (ritual washing) after peeing. read more
