This was the August Offer of 1940. In the Offer there was proposal for immediate expansion of the Viceroy's Executive Council to include some more Indians, and formation of a War Advisory Council. The Congress, however, refused to accept the August Offer and began Civil Disobedience on a limited scale. read more
