I imagine that Obi Wan wanted Luke to grow to be something else entirely. He wasnt necessarily planning to raise Luke, turn him into a jedi and sick him against Vader. That wasn't Plan A. Obi Wan saw potential in Luke but for whatever reason he chose to be passive. Ultimately this did lead to the successful defeat of Vader but it likely led to the fall of Ben Solo and the rise of Kylo Ren. Obi Wan didnt want Luke to be a Jedi. So yeah, the true reason was, as already pointed out by others: Obi-Wan didn't want to teach the boy, because he thought he was a failure as a mentor. He was there to guide him to Yoda when the time was right. And to keep him out of trouble in regards with the Empire. read more

First, Luke was a baby and I'm not sure that Obi Wan could raise him alone in the desert, hiding from the Empire. Apart of this, it couldn't be safer, because if Obi Wan is catch by the Empire and Luke, his origins could be easily revealed. read more
