I don’t think this is available according to the location. This is a feature called “Assistive Touch” present in “Settings→General→Accessibility→Assistive Touch(Under Interaction)” so that you can use Home button feature without pressing the actual Home button on your iPhone. So this should be available for all iPhone users. read more
