People think the biggest city is the capital because that is the way it is in most countries. New Zealand is the same in the way the biggest city is not the capital. Either that or like has been mentioned they don’t know the meaning of a capital city and think it means the biggest city. read more

Maybe for the same reason some people think LA is the capital of California, or Anchorage is the capital of Alaska. Sydney is Australia's biggest city and is the capital of the state of New South Wales. Canberra by comparison is a very small city. Its single purpose for existing is to be the administrative capital of the Australian Federation. read more
