Originally 'static'-electricity, which needed a metal floor. Later, they could use this power regadless of surface. Later still, they are stated as being able to move by 'psychikintetic power'. It's not clear where their levitation/flight technology comes from, but I think it's anti-gravity-based rather than psychokinesis, jets, or rockets. read more

The Daleks have their brains engineered to think that they are the best creatures in creation and everyone else is inferior. Since they see their casings as part of themselves and they themselves are perfect the casings can never change much. read more
