I believe that addressing friends by their last names is a practice followed by the British upper class in the past (not sure about the present). Since Draco’s family seems to be the equivalent of aristocracy (based on their wealth and attitude), it makes sense for him to address Crabbe and Goyle by their last names in public. read more
