It doesn't. Memphis has one mayor: Jim Strickland. Formerly it was A.C. Wharton. Shelby County also has a mayor: Mark Luttrell. The county and municipal governments are separate entities, but the jurisdictions overlap: Memphis is in Shelby County. Memphians thus have two mayors, but the city itself has only one. read more
