Why does the Little Mermaid never wear dresses underwater?

In all the mermaid movies I’ve seen, and there have been quite a few,the mermaid never wears clothes underwater, for just that reason. In fact, in the movie “Splash” when Daryl Hannah first appears as the mermaid on Liberty Island in New York harbor she’s not wearing anything, except an elaborate necklace. read more
