Helmet law is administered at the state level, and has changed over time. See e.g. Map of motorcyle helmet laws, which currently (June 2015) shows no law in New Hampshire, and only compulsory for riders under 17 in many other states. Why ? read more

In the US: Helmet use is compulsory for some people in every state (except Iowa and Illinois - seeing contradictions about New Hampshire laws), such as minors and people who are riding on permits or those taking their riding test. Some states have compulsory helmet laws - California for example - for everyone. read more
