Why don't the Toronto Maple Leafs retire jersey numbers?

The Toronto Maple Leafs have started retiring numbers as of this, the 2016-17 season. In the home opener, all honoured numbers became retired numbers. Dave Keon's number also was retired as he wouldn't appear for anything less than a number retirement. read more
