Because it cannot be done. Livestock is a state subject. The centre cannot pass a law on it. It is up to the states to do so. To change it, the government needs a constitutional amendment that will require 2/3 rd majority in both houses of the parliament, has to be approved by atleast half of the states and by the Judiciary. read more

Also one thing needs to be kept in mind- ban on cow slaughter does not necessarily mean beef consumption is banned. For example slaughter of all cattle is banned in Punjab. But canned beef can be consumed in Punjab. read more
