I doubt that it is, unless you use metallic duct tape. Electrical tape is non-conductive, and is sold as such - you can probably find manufacturers specifications for breakdown voltage online. Duct tape is also non-conductive, but is it not sold as such and I don't suppose you can find any details unless you measure it yourself. read more

No, duct tape has no insulation. Especially the original aluminum duct tape. It is always best to wrap any exposed wire that carries electrical current in electrical tape. The electrical tape is a rubber based tape that insulates again the electrical current. Also, never wrap an exposed wire while it is live. You should never mess with a live wire. read more
