Why is it 'illegal' to be homeless?

I know of nowhere in the US where ur is illegal to be homeless. Some communities have ordinances against loitering which are usually enforced in target haphazard ways. Most of the time anti loitering laws are on the books to allow police to make people who are just standing around certain areas move on. read more
