Well the simple answer is that South Asia is not more sucessful than S.E Asia by any other measure than pure volumes. The per capita incomes are higher in South East Asia, there are less people in poverty and absolute poverty by UN and world bank metrics. read more

The finance policies in the North-East Asian countries are well directed towards export discipline and creating local competition in the market.
