Why isn't there an Amex debit card?

There is. American Express Serve. Formally known as bluebird (and even briefly Amex Isis unless that was an Internet joke). They are prepaid debit cards but even still, they are great prepaid cards that can link directly with an Amex Credit card to act as the funding source.
