Schools should not have the license to punish cyberbullies. One reason they should not have the authority to punish them is if it doesn't happen in school. Cyber bullying, as you put it, is indeed a slippery slope for schools. Some of the children who cyberbullied me did attend the same school but it did happen online using services that the school wasn't involved with.
