If anything im colder wearing a rash guard than just in boardies. As for under a wettie they just stop rashes. You can try a thermo rashguard which are pretty good. or if not gonna wear under a wettie try a straight forward wetsuit jacket 2/1mm. personally i dont like em as most of em dont have zippers and are a pain to get on and off.
