Bavaria is a free state in the southeast of the country, and is not a city. Berlin is the capitol city of Germany, which includes the Free State of Bavaria. Munich is the capitol city of Bavaria. That being said, I believe that secretly, Bavarians would love to think that Bavaria is the capitol of Berlin, and all of Germany. read more
