I'm not sure it is justified entirely or better said I think it is a poor analogy. But people judge them because they have had terrible corruption, they have struggled to reform and they cooked the books to be in the Euro originally. After all that they still refuse to take really drastic measures requested by the financiers. read more

The term historically was used for the Ottoman empire, then the UK, then Germany, then Italy, then Russia, then Portugal and Greece and more recently Finland (Sick man of Europe - Wikipedia). I think there are European countries (very few of them) that are currently worse off than Greece and the term is attributed a bit arbritrarily at times. read more
