As was said before, I believe it depends on where you visit. Most tourists do not travel off the the beaten path to see less known areas of the country. And indeed, these lesser known areas of the country may not be pleasant. From what I've experienced, many of the coastal regions of Peru are littered with trash. read more
Like anything else, it depends on where you are. However, I will say this: Peru in my opinion has far less homeless people than many Western countries I have been to. It is a bit bigoted to just flat out insult an entire country, as this question is essentially asking why Peruvians are savages. read more
Another one is the corruption surrounding mining contracts. So the government or people on charge don't mind accepting bad deals for our country, as long as their personal wallets get thick.
