Quebec doesn’t actually insist on “only” using French in a general sense. It does have rules to provide for the primacy of French. The Quebec government does provide some services in English, funds English speaking schools and provides for English speaking courts. read more
International law guarantees the integrity of Quebec, it is dumb because it works under the assumption that Quebec could be partitioned if the ''Yes'' wins, but not if the ''No'' wins, and, mainly, because Canada's official position on the principle of partition is to be against it (cf.
