Firstly, don't confuse a makeup base with a primer. Makeup base are usually cream products that help in staying products for longer such as eyeshadows, blush. They also help low pigmented eyeshadows pop. Primers on the other hand are used to make skin silky smooth so that foundation glides on smoothly and lasts for long. read more

Base is optional, but primer is a must(both for face and eyes). Primer is a must for any skin type. There are specific primers for oily skin. (eg. Laura Mercier Oil-Free Foundation Primer). Not sure about eye primers for oily skin though. And as said before base is optional and has no connection with the skin type. read more
